Implementation Plan for Air Pollution Prevention and Control in 2020, Zhengzhou

A few days ago, the "Implementation Plan for Air Pollution Prevention and Control in 2020" issued by the website of the People's Government of Zhengzhou City (hereinafter referred to as "the Plan") proposed that all steel companies in Zhengzhou City, Henan Province should complete the ultra-low emission transformation and acceptance before the end of October, 2020.

The content related to the iron and steel industry in the Plan is as follows:

Priority work

(1) Implement differentiated management

Differential management of industrial enterprises. Promote the comprehensive evaluation of “Meng Junlun Hero”, formulate differentiated policies, support low-emission and high-output enterprises rated as A and B, and encourage and encourage green development; high-emission and low-output enterprises are rated as C and D Enterprises are forced to withdraw from transformation. Implement differentiated management during the emergency response to heavy pollution weather, and grant exemption to the Class A enterprises, the people's livelihood guarantee enterprises and the green leading enterprises when reporting to the Henan Provincial Office Differential management of vehicle transportation. Before the end of October, screen key car companies for bulk material transportation and formulate emergency transportation response plans. During the orange and above warning period, it is prohibited to transport materials by diesel trucks of the country 4 and below; emergency response is exempted for new energy logistics vehicles, cement tank vehicles, and muck vehicles.

(2) Deepen comprehensive management of VOCs

Strengthen the governance of VOCs in key industries. Carry out investigations on the current status of VOCs-related enterprises in Zhengzhou; encourage enterprises above Class B of "Meng Junlun Hero" to carry out in-depth management of VOCs "one enterprise, one policy". Encourage the implementation of mandatory cleaner production audits in key industries.

(3) Promote smart supervision

Strengthen the intelligent monitoring of industrial enterprises. Complete the update and monitoring of the list of key pollutant discharge units in accordance with the requirements of the Henan Provincial Plan. Establish and improve the "three networks in one" intelligent supervision mechanism, covering all gas-related industrial enterprises and urban natural gas boilers.
